Except that "better" isn't the goal of some extremists. RAH was talking about civilization here, not about the mindless fanatics that want to destroy.
Dang it, North beat me to it... and Horse sense? Not ANY sense with some of the idjits today...
I've always taken this to mean that those who work hard and work smart will always make things better, even though the rest of the world is trying to drag us back.
